Career Management Skills Enable Building a Personalised Future

Career management skills are the key to building a future that reflects one’s own aspirations — and best of all, they are skills that can be learned and developed at any stage of life.
Learning career management skills is a lifelong process. In 2024, Hyria took responsibility for the national development initiative on career management skills in Finland. As a result of this work, the Career Management Skills Matrix and related tools for assessing and developing these skills were created. tools based on that were created for assessing and developing career management skills. The work was based on the National Framework for Career Management Skills, established by KEHA Centre in 2023.
Always a Good Age to Plan Your Career:
Career management skills are skills that can be learned, developed, and strengthened at different stages of life. Individuals of all ages and with varying levels of these skills need support and assistance in developing them. For an individuals, developing career management skills is an ongoing process that lasts throughout their lives. The National Framework and the CMS Matrix illustrate the lifelong learning of career management skills. They make it possible to identify an individual’s career management skills across different life stages, backgrounds and contexts, and to help and guide the individual in learning and developing their career management skills.
A Year of Co-Development of Career Management Skills:
The national career management skills development project implemented by Hyria in 2024 was based on a co-development-based operating model. Throughout the year, we met a wide range of people both in person and through digital platforms – advisors, providers of guidance services, entities developing guidance, decision-makers, and clients. These encounters and joint efforts were a crucial part of the process.
Tools and materials were developed in collaboration with professionals from various sectors in the guidance field as with clients to ensure they are practical and useful in different environments and for those working with different target groups. This joint reflection has been key to creating tools that truly support the needs of both the guidance field and clients.
Moving Forward Together – Towards Continuous Development:

The career management skills framework supports the Finnish Lifelong Guidance Strategy by ensuring that everyone has the opportunity and skills to consciously plan and make educational and career decisions in a changing world of work. In 2025, career planning skills tools will be integrated into the National Competency Path service package, making them available to all guidance professionals and clients.

The development work led by Hyria demonstrates the power of collaboration; when guidance experts, service users, and decision-makers develop together, genuinely impactful tools are created. The competency framework and the tools based on it are just the beginning – they enable the support of career management skills to become part of everyday life both in Finland and across Europe.

The tools were developed in Hyria’s Career Management Skills Development Project, which is part of the Career Management Skills Promotion Project (2022–2024). The project is implemented by the Ministry of Employment and the Economy and the Development and Administration Center KEHA, and funded by the EU’s Recovery and Resilience Facility.
