

The career management skills framework supports the Finnish Lifelong Guidance Strategy by ensuring that everyone has the opportunity and skills to consciously plan and make educational and career decisions in a changing world of work. In 2025, career planning skills tools will be integrated into the National Competency Path service package, making them available to all guidance professionals and clients.
The development work led by Hyria demonstrates the power of collaboration; when guidance experts, service users, and decision-makers develop together, genuinely impactful tools are created. The competency framework and the tools based on it are just the beginning – they enable the support of career management skills to become part of everyday life both in Finland and across Europe.

The tools were developed in Hyria’s Career Management Skills Development Project, which is part of the Career Management Skills Promotion Project (2022–2024). The project is implemented by the Ministry of Employment and the Economy and the Development and Administration Center KEHA, and funded by the EU’s Recovery and Resilience Facility.
