EU ALMPO Launch: AI and Labour Market Governance

 

On 10 February 2026, the Horizon Europe project EU-ALMPO – EU Active Labour Market Policies Observatory – held its official launch event, “Harnessing AI in Supporting Labour Market Policy Making.” The event gathered representatives from European institutions, international organisations, academia and policy practice to explore how Artificial Intelligence can strengthen evidence-based Active Labour Market Policies (ALMPs).

As labour markets evolve rapidly due to digitalisation, demographic shifts and economic transitions, policymaking often remains fragmented and reactive. EU-ALMPO aims to close this gap by developing AI-supported tools covering the full ALMP cycle, from design and targeting to monitoring and evaluation. The project will deliver a centralised EU repository of ALMP knowledge, advanced analytics based on Retrieval-Augmented Generation, AI-driven monitoring systems, and an interactive ALMP Design Wizard for policymakers.

Speakers highlighted that technological capacity alone is insufficient. Effective governance, ethical safeguards and institutional readiness are essential to ensure AI enhances resilient, inclusive labour market policy. The project now enters its development and piloting phase across Europe.
