Navigating the Future of Work: A Roadmap for Reskilling and Mobilisation

As artificial intelligence and green technologies transform economies, labour markets face a decisive shift. A report developed within the COOPSKILLS Erasmus+ project examines how adults and employers can be effectively mobilised for large-scale reskilling linked to the green and digital transition.

COOPSKILLS strengthens local skills ecosystems by embedding lifelong learning into everyday working life.

The report combines survey data from VET providers across Europe. It identifies key motivation drivers—economic necessity, regulatory compliance, personal development, and financial incentives—while highlighting major barriers such as lack of time, employer hesitation, and fear of change. The findings show that generic awareness campaigns are insufficient and that engagement increases significantly when trusted intermediaries, financial support schemes, and personalised career guidance are in place.

Its main conclusion: mobilisation must be context-specific, supported by trusted local actors, targeted communication, and practical guidance systems that turn reskilling into an accessible opportunity rather than a last resort, aligning training offers with real labour market needs.
