Two Strategic Projects, One Direction: Fostering Green and Inclusive Skills with SECOVE and PORTABILITY

CIOFS-FP’s contribution to two Centres of Vocational Excellence in support of innovation, sustainability and recognition of competences

The European projects SECOVE and PORTABILITY represent two pivotal initiatives through which CIOFS-FP actively contributes to the development of a high-quality, inclusive, and future-oriented vocational education and training (VET) system. Both are Centres of Vocational Excellence (CoVEs), addressing the dual challenges of sustainability and skills portability within the European labour market.

Body + conclusions CIOFS-FP ETS is currently engaged in the implementation of two major Erasmus+ CoVE initiatives—SECOVE (Sustainable Energy CoVE) and PORTABILITY—which serve as strategic tools to promote excellence, responsiveness, and equity in vocational education and training across Europe.

SECOVE aims to enhance VET’s capacity to contribute to the green transition by supporting systemic collaboration among education providers, enterprises, research centres, and local stakeholders. As a key partner in the Italian national cluster, CIOFS-FP plays a central role in fostering partnerships, developing training curricula aligned with emerging occupational profiles in the sustainable energy sector, and contributing to the design and implementation of the SECOVE digital platform. The platform facilitates access to open educational resources and fosters peer learning and exchange across countries and institutions.

PORTABILITY, on the other hand, focuses on enhancing the transparency and transferability of learning outcomes, particularly for competences acquired through non-formal and informal learning or in transnational contexts. Through the use of micro-credentials and the development of shared reference frameworks, the project promotes the creation of a more inclusive and learner-centred VET environment. CIOFS-FP is actively involved in piloting recognition tools and methodologies, and coordinates stakeholder engagement at the national level.

Together, these two projects reflect CIOFS-FP’s long-standing commitment to quality, accessibility and innovation in VET. They are emblematic of a broader strategy to empower individuals, support lifelong learning, and reinforce the social dimension of education within the European Union’s policy priorities.
