
Europe’s labour markets are changing fast. Digitalisation, automation, ageing populations, and new work models reshape skills needs. Yet Active Labour Market Policies (ALMPs) remain fragmented and often lack timely evidence. Policymakers struggle to compare measures, assess impact, or anticipate emerging needs.
EU-ALMPO addresses this gap by creating Europe’s first Observatory dedicated to ALMPs. It is a digital, AI-supported hub that connects research, data, and policy expertise. Its aim is clear: support evidence-based, responsive, and inclusive labour market policies.
The project develops an analytical framework to examine skills mismatches, labour demand trends, target groups, and policy effectiveness. It helps identify not only visible problems, but also structural weaknesses that sustain unemployment and exclusion.
The Observatory integrates three core tools: an AI-powered ALMP Repository, a Policy Design Wizard, and a Labour Market Analysis and Recommendation System using real-time data. Together, they enable smarter design, evaluation, and adaptation of policies.
EU-ALMPO strengthens policymaking capacity, improves skills matching, promotes inclusion, and establishes a sustainable European resource for the future.
